  • Vision 2020: Vision 2020 presented in December, 2009 to the Parliament envisages
  • Indian Railways achieving a high growth of 10% per annum
  • rapid expansion and modernization network and services

  • It also reiterates its resolve to strengthen national integration, faster inclusive and environmentally sustainable growth and generate large scale employment to for the
    people. 
  • New Era in Passenger Services
    • Duronto: A new non-stop point to point passenger services between select cities - 14 Durontos have been introduced.
    • Matribhoomi: Ladies Only suburban services for working women in Kolkata, Chennai, Delhi and Mumbai – 21 services introduced
    • Yuva trains: New low priced fast train services to cater to the needs of youth and low income groups - 2 services introduced.
    • Sanskriti Express –To mark the 150th birth anniversary of Kabiguru Rabindranath Tagore, a special train with a view to disseminating his legacy to the young generation introduced.
    • Expansion of services: 98 pairs of passenger carrying trains introduced, run off 38 pairs of trains extended and frequencies of 14 pairs of existing trains increased.
    • Railways also proposed to introduce “Karmabhoomi trains”- unreserved trains for the common people, and a Commonwealth Exhibition train.
  • Passenger Amenities
    • No hike in passenger fares
    • Adarsh stations: 378 stations identified for development with basic facilities such as drinking water, adequate toilets, catering services, waiting rooms and dormitories especially for lady passengers, better signage and other basic facilities – work at 286 stations completed.
    • IZZAT:  A Rs.25 monthly season ticket free of all surcharges for travel up to 100 kms for members of unorganized sectors with monthly income not exceeding Rs.1500.
    • Mushkil Aasaan: Mobile Ticketing Vans to issue reserved and unreserved tickets in urban and rural areas.
    • Free monthly season ticket to students of Madarasa, High Madarasa and Senior Madarasa
    • 100% concession for cancer patients in sleeper class and AC 3 tier.
    • 277 new PRSs and 1740 new UTS locations have been added bringing another 7.88 crore passengers into the system.
    • ‘Jan Ahar’ economy combo meals introduced at 25 outlets.
    • On board catering services extended to passengers in sleeper class in Duronto Trains.
    • 10 food plazas, 8 fast food units and 75 automatic vending machines commissioned all over Indian Railways.
    • Mobile Catering Services extended to 295 trains ( an increase of 30 over previous year)
  • Freight Operation
    • Railways reversed the trend of loading in the current year by achieving a 6.56% growth over the last year.  
    • Lead went up from 646 to 659 kms in 2009-10 Computerisation of all control offices and area controls, and crew lobbies completed.
  • Freight Services
    • New Freight Incentive Schemes
      i.   for loading bagged consignment in open and flat wagons
      ii.   loading in empty flow direction
      iii.   for encouraging freight forwarders
      iv.   for incremental traffic
  • 359 additional locations from where computerised Railway Receipts are being issued
  • More than 50% of freight payment is through electronic mode. Jump of 25.14% achieved.
  • New initiatives
      i.   Kisan Vision Project: For facilitating aggregation, storage
        and movement of perishable cargo.  Work has begun at
        Singur and Nasik out of the six locations identified.
      ii.   Automobile and Ancillary Hubs: For facilitating aggregattion
          and distribution of automobile traffic, 10 locations
          identified out of which one at Shalimar has been
          operationalised.
      iii.   New Schemes for Private Freight Terminals, Special Freight
          Train Operators on the anvil
  • Recruitment
    • Waiver of examination fees for women candidates, minority candidate s and candidates belonging to economically backward classes with annual incomes less than Rs.50,000 in RRB examinations.
    • Questions papers to be set in local languages listed in the 8th Schedule of the Constitution in addition to Hindi, Urdu and English.
    • Examination on the same date by all RRBs for a particular post
    • New RRB opened at Siliguri
  • Infrastructure
    • New Line/Doubling/Gauge Conversion
      i.   258 kms New Lines (target 250 kms), Gauge Conversion
      1516 kms (target 1300 kms), Doubling 448 kms (target
      500 kms)
      ii.   Qazigund- Annatnag section completed – entire line in the
          Kashmir Valley from Qazigund to Baramulla commissioned
      iii.   Rs.1338 crore spent on projects in Northeast Region as
          against Rs.1120 crore in the previous year.
    • Total Coach manufactured by ICF and RCF combined exceed 3000 Coaches per annum for the first time.
    • DLW produced 258 diesel locomotives and CLW 220 locomotives both of which are the highest ever.
    • First prototype air-conditioned Double Decker coach turned out in March’10.
    •  ICF has also turned out 4 rakes of DMUs with toilets facility 
    • 3250 route kms of OFC, 2599 route kms of quad cable and 700 kms of Mobile Train Radio Communication commissoned.
    • 342 stations panel interlocked, BPAC at 502 block sections installed and 474 level crossing gates interlocked. 
    • 3840 kms of track renewal and rehabilitation of 1294 bridges undertaken.
    • 377 number of level crossings have been manned and 80 number of Road Over Bridges built.
    • 1117 Rkm have been electrified – Highest ever.
  • Safety: Decline in number of consequential train accidents from 177 in 2008-09 to 162 in 2009-10
  • Security:
    • An integrated security system for 202 sensitive stations of the country has been sanctioned at an estimated cost of Rs. 353 crore.
    • 3 Railway Protection Special Force battalions have been sanctioned
  • Tourism: Successful launching of Maharajas’ Express, a pre mium tourist train running on Pan India Itineraries.
  • Projects
    • Dedicated Freight Corridor
    • Engineering Services Loan agreement for Western DFC Phase-I   (Rewari-Vadodara) signed with JICA on 27.10.2009
    • First main loan agreement for Western DFC phase-I signed with JICA on 31.03.2010. 
    • Loan agreement with World Bank for project preparation facility for Eastern DFC signed in July 2009.
  • Setting up of ancillary unit for CLW at Dankuni for manufacture of loco shells and propulsion equipment.
  • Electric loco factory at Madhepura – RFP for Joint Venture issued
  • Diesel Loco factory at Marhowrah – RFP for JV issued.
  • Setting up of New Rail Coach Factory at Kachrapara to manufacture 500 EMU/MEMU Coaches per year.
  • Setting up of 1320 MW Thermal Power Plant at Adra
  • MOU with Ministry of Health and Family Welfare for setting up Medical OPD and Diagnostic centre
  • MOU with Ministry of HRD for setting up 50 Kendriya Vidyalaya on Railway land.
  • MOU with IIT, Kharagpur for establishment of Railway Research Centre.
  • Setting up of Multi-functional complexes - work taken up at 12 places.
  • Announcement of setting up of Medical Colleges, Nursing Colleges on PPP.
